I am a director of a Teen parent child care program. I reading about Governor Kitzhaber&#039;s plan I want the council not to forget that early headstart is an important part of the redesign of the education plan. I see children on a day to day basis that are falling thru the cracks because their is not enough early headstart programs especially for teen parents. These children are development delay and need help. These children only need what I want to call catch up help. There not simulation in the home and by the time  they come the center they are months in delay sometimes years. It takes children that are in delay much time to catch up and by the time they reach kindergarden they are in a deflict  I ask you to consider using some of the funds for more early headstart programs. Stem the tide from the beginning.

I would also beg to differ that the child as a whole is not considered and this seems like an assault on our entire profession. Also, seldom do we operate in silos serving the same population. Instead while different organizations may serve children birth to 5, we serve different children and families. 		<description>If I were to design services for EI/ECSE, I would try to honor the spirit of the law as well as the letter of the law.  I would make the structure relationship-based, starting with transdisciplinary, highly trained and supported staff who were well-versed in EI/ECSE best practices in terms of inclusion, LRE, family-centered services, etc.  Parents would be regarded as equal team members and their voices would be honored.  Services would be individualized and there would be a continuum of service options, dependent on the needs of the child.  
Instead of &quot;silos&quot; of Early Childhood service providers, with each program having its middle and upper management, there would be a collapse of that management with broader underlying services.  For example, in a given county, Head Start (or EI/ECSE or CCR&amp;R or OPK), might be a program within an agency of many programs instead of multiple agencies with multiple programs serving the same population (birth-5) of children.  Staff must be well-versed in all the programs to be able to refer internally to another program. (What does not work, currently, is that we have duplicated services in some regard at present, which is a fiscal waste.  And the child as a whole is not always considered.)
What does work for EI/ECSE is the seamless birth-5 system, an individualized and relationship-based underpinning and adherence to best practices.</description>
